I want to start by saying while I am defending Wilco here I don't want to sound like I am attacking anyone... I am not a musician, but I think the answer to that is yes. The guitar changes the do alone seem to suggest that they would need to have an idea what songs they were going to play. And I guess from Jeff's comment that it is hard, he gives some thought to the order and progression of the show.. I didn't know what thread you ment, a link might help. I agree with Angelo...
