"Genuine/day will come," refects Tweedy's emotion of something true will come soon in a future age. Because prior to the song, there is tons of turmoil present within other songs' lyrics such as "Via Chicago," "A Shot In The Arm," "She's A Jar". So basically in the song he is hoping for all these bad things present within the wind that are destroying his family life at home-"shakes the stairs," and "stabs the wall"-to go away.
