it's just a few members goofing around in 2001, long before they were the Arcade Fire and only features like maybe 2 current members at most i believe (which is why the vocals don't sound that familiar)

This is the "Christmas Album" that The Arcade Fire recorded in 2002. It was originally recorded as a joke for some friends and gives a cool insight into the band's early style.
