Sounds like he's going to implicate the other officials for gambling in casinos, which obviously isn't the same thing as influencing the outcomes of games, but it's prohibited anyway... The NBA has silly rules like "Illegal Defense" which encourage high scoring. I don't think I've ever seen a pro team actually play man-to-man.
