When the year changes from the familiar third decimal to a new one, that feels like a new decade, and so it's celebrated as such. I have no problem with that. I always assume bringing up the "technically" argument is just being contrary. Au contraire . . . technically, "that is ignored" to "nobody has ever paid attention to that" is reiteration. But your subsequent contribution to the speculation of "why" is appreciated and completely agreed with. My speculation was meant to tie in with this thread, not be read as the only explanation.
