I believe that's in open Bb (Tweedy calls it open C in the commentary, but it's open C tuned down a whole step). The chords are everywhere if you want to play it in standard tuning. I transcribed a bit of the open Bb before I got hopelessly sidetracked or people got massively uninterested (who is going to tune their guitar down to open Bb for 1 song?).
