It's Vivian Stanshall from The Bonzo Dog Doo-Dah Band.He was also the narrator on Mike Odefield's Tubular Bells album. And another member of the Bonzos - Neil Innes - became a satellite member of Monty Python, co-writing most of the songs with Eric Idle (and playing "Ron Nasty" in The Rutles).
