jff
Neil Young & Crazy Horse - Ragged Glory '90 That would definitely have been on my list, but I didn't realize it was released in 1990. That was an enormously important album to me for a long, long time. I probably should have put Janes Addiciton: Ritual De Lo Habitual on my list, too.

Sir Stewart
You said top 46 right? (cherry-picked from my iTunes: probably have forgotten some greats because they're not loaded onto my computer, and some of these have maybe not aged well, but there's no doubt they made a stamp on my brain in the 90s. Wild Frank
Mirroring comments above, 'Ritual De Lo Habitual' has to be on the list (are we compiling these?). 'Jane's' were a really influencial group back then. Side two was awesome with tracks like 'Three Days', 'And Then She did' and 'Classic Girl'. I prefer 'Nothing's Shocking' personally but that was back in the 80's.

twigboyjoe
This is gonna take some memory & trawling through! It was a decade of real transition for me musically so I gotta think hard..off top of me head... Charlatans had an honourable mention above - great shout! Being There & Summerteeth of course. mermaid Avenue too. Paul Weller had potentially the best spell of his career. Oasis have to get a mention for Definitely Maybe, Blur for Modern Life & Parklife. Pulp, Teenage Fanclub & Super Furries are all great shout! Must say I prefer Guerilla though... A lot of my choices are in fact covered above. I'll get home and trawl through some albums, see if I can bring some fresh light on my choices.
