"put on a little dylan, sitting on a fence" refers to Bob, and to Dillon Fence, a regional indie pop band that Hootie used to tour with. They weren't too bad. He's obviously using the name to get noticed, but as far as his music goes, he really does seem to be doing his own thing and not feeling too restricted by what he'd be expected to do.
