I'm just responding to what I read and how it sounded to me. Switching some things around to see Wilco in Europe may be tough, but it can be done for a bit extra. I guess what really threw me for a loop was saying "whomever announces the dates earliest wins" with the combination of releasing tour dates in a "timely manner".
