Analogman was just curious if Mr. Rain may have been referring to one of those things. Also, troops have been called out to deal with citizens before - so it has happened. -

No - they have already done that. And - if you go by the source Mr. Froggie posted, it is a done deal now.

Some other means groups use to ban books: pages are ripped out of a book, the book is repeatedly stolen or thrown away, and the book is checked out and never returned.

As someone I work with said today - if there is going to be a new depression, people probably are not going to stand in line for soup, or ride around on boxcars this time, but rather raise some hell. If such a thing happens, then the government would need to be prepared to squash any sort of organized civilian uprising. This sort of thing makes me think of the the events leading up to The Postman. -
