There is no scientific evidence that torture is a reliable method of gathering usable intelligence. The scenario of "Holy shit, there's an atomic bomb somewhere in Duluth and we have to make Habib tell us where it is in TEN MINUTES" sounds a lot more like a TV show plot than an actual contingency to be planned for.
