suites
I was thinking about this recently actually and there are many great shows (as noted with some above). I was thinking of ROOTS.

uncool2pillow
Freaks and Geeks is probably my favorite, but I'm 42. I don't know if I can objectively say it's the best. Nostalgia is a huge part of its appeal. IMO, Seinfeld > Curb Your Enthusiasm, but just by a little bit. St. Elsewhere belongs in this discussion.

smells like flowers
Charlie's Angels or The Love Boat or Carter Country. What, no Fantasy Island? (actually, I loved that show back when it was on TV and I was about 10 years old. I watched the pilot episode of it on youtube a few years back and was appalled at how bad it was! Aaron Spelling ruled 70's TV, though.)
Deanmarr
The Wire. I just watched seasons 1-4 again. Alot like Wilco you have to invest time to get it. Once you do there is not a better or more real show. So many great characters, Prop Joe, Bubbs, Omar, Marlow, Snoop, Bunk, Clay Davis,Cutty, Stringer Bell, Mcnulty, Frank Sobadkis, Nick Sobadkis, The Greek, Avon Barksdale, Daniels, Rawls. I could go on and on.

Queen Amaranthine
LostX-FilesTwin PeaksSopranos Honorable mentions:24. Lots of action and suspense, but some seasons the torture scenes were over the top.Picket Fences. 1st couple of seasons were top notch, but then it veered away from quirky and into soap opera-y with too much personal drama among the characters. lost highway
I enjoyed the first season of The Walking Dead. The US version of the Office reached some highs between, say.... Season 2-6. It's still good, but it used to be great. First couple seasons of Weeds were pretty good. I'm about to start Breaking Bad.
